Modernising Engineering at Scale. How Rocket Software Unified 5,000 Developers.
“Catapult has been a trusted partner in supporting our M&A growth strategy. Their expertise in tool migration and integration allowed us to quickly consolidate engineering environments and improve our CI/CD workflows. With their ongoing support, our internal teams can focus on innovation rather than tool management”.

THE CHALLENGE
Fragmented artifact management slowing delivery and compromising security
Rocket Software, with more than 5,000 developers distributed globally, lacked a centralised artifact repository. Multiple repository services were hosted across different regions, leading to duplication, wasted spend, inconsistent standards and a frustrating developer experience. Teams struggled to know which repository to use, slowing integration and onboarding, while exposing the business to unnecessary operational risk.
Key challenges included:
- Multiple repository services hosted in different regions, driving duplicated licences and inflated infrastructure and operational costs
- Frequent incidents and outages negatively impacting service availability
- Complex CI/CD integrations requiring manual configuration across multiple repositories, increasing dwell time and work in progress
- Inconsistent standards for digital signing, encryption and hosting
- New team provisioning taking up to a month, delaying project starts
- Engineer onboarding taking up to two weeks to gain access to required repositories
- No visibility or governance over artifact vulnerabilities
- Globally distributed development teams adding further complexity
THE SOLUTION
A unified artifact repository delivering speed, security, and scalability
To eliminate duplication and streamline developer workflows, Rocket Software partnered with Catapult to design and implement a single, self-hosted JFrog Artifactory instance with Xray for continuous vulnerability management. Hosted securely within a private Azure tenant, the new platform consolidated all existing repositories into one high-availability, disaster-recovery-ready service.
Key solution elements included:
- A single consolidated artifact repository, securely hosted in private cloud with built-in HA and DR
- Automatic digital signing of every artifact to ensure authenticity and integrity
- Automatic end-to-end encryption of data in transit and at rest
- Self-service provisioning of new repositories and access controls for engineering teams
- Automatic continuous vulnerability scanning integrated directly into CI/CD pipelines across cloud and on-prem environments
- Storage of multiple artifact types, including binaries, libraries, images, configurations, packages and documentation
THE RESULTS
Faster onboarding, stronger security and measurable cost savings
The new centralised artifact repository transformed Rocket Software’s development operations. Teams can now onboard in minutes, with a consistent, secure and high-performing service that supports thousands of developers worldwide. By consolidating systems and automating security and access management, Rocket reduced operational overhead and freed internal teams to focus on innovation.
Key outcomes included:
- Infrastructure and operational costs reduced by more than £100k per year
- Team onboarding time reduced from weeks to minutes
- Engineer onboarding time reduced from two weeks to minutes
- Repository service enforcing digital signing and encryption by default
- Service availability consistently exceeding 99.9%
